Edhi often has better coverage in dense neighbourhoods and smaller towns where 1122 hasn't reached yet.

Yes — 15 is the dedicated police emergency line and reaches the nearest thana directly. Use it for crimes in progress, road accidents where police are needed, or domestic-violence emergencies. For motorway-only incidents, 130 (Motorway Police) is faster because they patrol the road network rather than urban areas.
