Why an emergency card matters in United Arab Emirates

The UAE has a modern, well-resourced emergency system with some of the fastest ambulance response times in the region. Dubai and Abu Dhabi maintain distinct health authorities — the Dubai Health Authority (DHA) and the Department of Health Abu Dhabi (DOH) respectively — but share the same core emergency numbers (999, 998, 997). Understanding which authority manages your area matters for non-emergency health services, but in a true emergency, any of the numbers above will connect you to help regardless of which emirate you're in.

Nearly 90% of UAE residents are non-citizens, making this one of the most internationally diverse populations in the world. Many expats have health conditions managed in their home countries and need to communicate medical history across language barriers — Arabic is the official language, but English, Hindi, Urdu, and Tagalog are widely spoken. A printed medical ID card bridges these gaps instantly: it puts your allergies, medications, blood type, and emergency contacts in front of a paramedic without relying on verbal communication or phone access.

While the Emirates ID is the primary identification document in the UAE, it carries no medical information. Health insurance is mandatory for residents in Dubai and Abu Dhabi, but your insurance card doesn't list your conditions or medications either. A wallet-sized emergency card that pairs your insurance details with your medical history gives first responders everything they need in one place — especially critical during the extreme summer heat months when heat-related emergencies spike, or for the many residents who commute between emirates daily.
